Dr. Evans is a seasoned administrator with more than 35 years of experience in higher education. Most recently she served as executive assistant to the chancellor at Elizabeth City State University (ECSU). Among her many administrative responsibilities at ECSU, she chaired the Enrollment Management Leadership Team and led the development of the university’s strategic enrollment plan. Using a shared decision-making process, the team, with the strong support of faculty and staff, achieved a 34% increase in new student enrollment from 2001 to 2006. ECSU’s persistence to graduation is among the highest in the nation when compared to its peer institutions.

During her tenure at ECSU, Dr. Evans also served as the senior administrator for the Office of Admissions and Recruitment, providing support and guidance to the director of that unit. Under her leadership, Admissions and Recruitment markedly improved the quality and flow of its direct-mail communications, alumni volunteerism, customer relations, and operational effectiveness.

Before her arrival at ECSU, Dr. Evans served in various capacities in public secondary education, including Chief of Staff for Baltimore City Public Schools (MD) and Chief Operating Officer for Hartford Public Schools (CT). Intermittently, she taught undergraduate and graduate courses at Morgan State University (MD).

The recipient of more than 100 awards and honors, Dr. Evans’ most coveted awards are the two presented to her in 2006 and 2007 by the ECSU Student Government Association for her advocacy and responsiveness to student issues.

Dr. Evans, a graduate of ECSU with a major in English, furthered her studies at Morgan State University, where she earned a master’s degree in Urban Secondary Education/ English and a doctorate in Educational Leadership with a concentration in Administration and Social Policy.
